Ms. Lujan is the Federal Public Defender for the Districts of Guam and the NMI. Her over 20 years of practice has focused on criminal law.After graduating in 1992 from the William S. Richardson School of Law, University of Hawaii, Ms. Lujan clerked in the criminal motions division of the First Circuit Court of Hawaii on Oahu. In 1994, she joined the State of Hawaii Office of the Public Defender and worked in the Oahu and Maui offices, where she exclusively practiced criminal law and served as a member of the Maui Drug Court Steering Committee to implement and oversee the Maui Drug Court Program.
In 2005, Ms. Lujan entered private practice in Hawaii and defended criminal cases on Oahu, Maui and the Big Island. She was a member of the First Circuit Court of Hawaii court-appointed attorneys in indigent defense cases. She also was appointed as Independent Counsel for the Grand Jury and an Arbitrator in the Court Annexed Arbittration Program and served as a member in the Hawaii Criminal Procedures Task Force, Hawaii Penal Code Review Committee and Hawaii Permanent Committee on Rules of Penal Procedure and Circuit Court Criminal Rules.
In 2008, Ms. Lujan returned home to Guam and continued private practice. Ms. Lujan has practiced in the Superior Court of Guam and the U.S. District Court of Guam and has practiced pro hac vice in the U.S. District Court of the Northern Mariana Islands and the Superior Court of California, San Francisco. Though her private practice included civil cases, her passion remained criminal practice. In April 2013, Ms. Lujan joined the Federal Public Defender, District of Guam, proudly returning to her roots in public service and indigent defense.
